Data consumer scheme

Maintained collection of data consumers.

In SDMX a Data Consumer Scheme comprises a non-hierarchic list of data consumers. Each maintenance agency can have a single data consumer scheme, and may have none. The identity of the data consumer is a combination of the identity of the data consumer scheme (which includes the maintenance agency) in which it resides and the identity of the data consumer in that scheme.
