Proportion of units accessible via the frame that do not belong to the target population (are out-of-scope).
Over-coverage arises from the presence in the frame of units not belonging to the target population (e.g. deceased persons still listed in a population register or no longer operating enterprises still in the business register) and of units belonging to the target population that appear in the frame more than once.
