Thus, to cope with the issue of allocating more than one flag to one statistical value, this code list should ideally be broken down into various sub-code lists corresponding to the various concepts covered. It was not done so because it was felt that it would unnecessarily increase the number of (very short) code lists for low benefits in terms of technical and conceptual orthodoxy.
