Standard, skill and ability suitable for producing statistics of good quality.

To retain trust in official statistics, the statistical agencies need to decide according to strictly professional considerations, including scientific principles and professional ethics, on the methods and procedures for the collection, processing, storage and presentation of statistical data (United Nations Fundamental Principles of Official Statistics, principle 2). This metadata element describes the elements providing assurances that: statistics are produced on an impartial basis; elements providing assurances that the choices of sources and statistical techniques as well as decisions about dissemination are informed solely by statistical considerations; elements providing assurances that the recruitment and promotion of staff are based on relevant aptitude; elements providing assurances that the statistical entity is entitled to comment on erroneous interpretation and misuse of statistics, guidelines for staff behaviour and procedures used to make these guidelines known to staff; other practices that provide assurances of the independence, integrity, and accountability of the statistical agency.
